Sealed proposals will be received at the Clay County Highway Department until 10:00 A.M. on 3/17/26 for furnishing and applying materials required by Clay County and its various Township Road Districts for their 2026 maintenance programs, and at that time said proposals will be publicly opened and read.
Proposals shall be submitted on forms furnished by the County, which may be obtained at the office of the Clay County Engineer and shall be returned enclosed in a sealed envelope endorsed “Material Proposal 2026 Maintenance, Various Road Districts” or “Material Proposal 26-00000-00-GM County,” as the case may be.
The right is reserved to reject all proposals and to waive technicalities. Proposal guaranty in the amount of not less than five percent (5%) of the bid, or as provided in Article 102.01 of the Standard Specifications for Road and Bridge Construction, will be required. Bid bond will not be allowed as proposal guaranty. Contract bonds are not required, except for delivery and install group bid items in excess of $50,000, and the proposal guaranties of the successful bidders will be held in lieu thereof. Failure on the part of contractors to deliver the materials within the time specified or to do the work as specified in the proposals will be considered just cause to forfeit contractor’s surety, as provided in Article 108.10 of the Standard Specifications.
